Lightroom Classic hangs on importing

Question

I'm on version 13-4 and CC will not allow me to install the latest version.
 
Lightroom Classic just hangs when trying to import images from my SD card It gets stuck with the progress bar "Copy and import photos" at zero progress and just hangs forever. I have plenty of space on my hard drive and this even happens when just importing one image. I'm trying to import to a disk drive (that works fine) and the disk drive never even spins up. I notice that during import there is a crash handler under my lightroom classic process in the task manager. Restarting Lightroom as well as force quiting any lightroom/creative cloud process doesn't fix the issue.

Please post your System Information as Lightroom Classic (LrC) reports it. In LrC click on Help, then System Info, then Copy. Paste that information into a reply. Please present all information from first line down to and including Plug-in Info. Info after Plug-in info can be cut out as that is just so much dead space to us non-Techs and it takes up vast amounts of scroll space making the reply less readable and less likely that others will bother with your post. Also large amounts of text in a post also render the Translate function inoperable.
