why does lightroom Classic CC need a network connection to complete a HDR image? Merges then says ‘waiting for connectiom’ .

It does not. That is probably just a coincidence. Lightroom does occasionally need to connect to the creative cloud to check your license, and if you sync the catalog it needs a connection for that too, but HDR merging does not need a network connection.

My HDR’s don’t finish generating until I get a network connection. I can’t see the merged HDR until it’s connected to the internet.

I have no idea why, but I have never seen that and I can merge HDR just fine without an internet connection. Are these images synced?
