Lightroom Classic - how to upload to Cloud but not download?

I have been having problems with getting LR Classic to sync. What I want to do is sync some images to the cloud so I can work with them in Lightroom (the Cloud one which you are not allowed to call Cloud) - so I have created a Collection and right-clicked it and said "Sync with Lightroom". The Collection becomes an Album in Lightroom (the Cloud one). At least sometimes - it is pretty tempermental

 

But it also seems to be downloading all my cloud images to Lightroom Classic Desktop Not Cloud. I absolutely don't want this. I am migrating from Lightroom Classic Desktop Not Cloud to Lightroom (the Cloud one which you can't call CC). I only want a one-way process. In preferences there is a tab where you choose the folder "sync folder for Lightroom". Can I just uncheck this and it won't download? I ask because when I did try that it stopped syncing altogether

 

It seems that if I try to stop it downloading - by unchecking the folder, that stops it uploading as well. Is this expected?

 

Again - my aim is to upload from LR Classic to the Cloud but not download any images already in the cloud
