Lightroom Classic: Inadequate Socket/EC2 Allocation - Slow sync

I've noticed for a couple of years now that Adobe Lightroom Classic is very slow to sync to/from the cloud compared to its cloud-native sister apps, Photoshop Lightroom for Mobile and Photoshop Lightroom for Desktop. You've probably noticed that sync seems to be really fast at first, and then slows down. I suspect that the reason for the throttled sync is simple: either the local application or server-side code is failing to provision enough sockets/EC2 instances to max out the available Internet bandwidth. 

This is frustrating because it takes DAYS to download smart previews from the cloud, a task that my smartphone and desktop app can do in under an hour.

At start-up, as it's trying to compare it's local catalog state to the cloud, the application is communicating with nine (9) different cloud instance sockets (maintaining 2 core sync connections). Once the application has obtained the list of assets to sync, it slows down to one (1) or sometimes two (2) sockets.

The cloud apps. like LrD, PS for iPAD, etc, all use files on the cloud, probably on the same server. Your computer or iPAD communicates to the Albums to edit/move/copy those photos from one place on that server to another. For LrC, the computer  tyically needs tomove those photos over the internet, thru your gateway, your router, to a router at your ISP, thru the WAN to various routers, eventually to a router st Adobe, then to the server. Lots more bandwidth in use.
