Lightroom Classic performance issue

Hello everyone,

I started recently to use Lightroom Classic to process my photos, but it seems a bit sluggish to me, despite pretty powerful system:

Intel Core i9-14900K
Gigabyte Z790 Gaming X motherboard
32 GB (2x16) DDR5-6000 CL32 RAM
nVidia RTX 3080 10G (Zotac AMP Holo LHR model)
Samsung PM981 NVMe SSD for OS and Lightroom install, WD SN750 Black 2T NVMe SSD storing photos and Lightroom cache
Artic Liquid Freezer II 360mm AIO
2x 2560x1440p monitor
Windows 11 Pro 23H2 22631

I've expected it to be blazing fast for photo editing, but often applying masks or setting changes sometimes takes 5-10s, moving around photos isn't smooth etc.. Photos are RAWs from Sony A7 III, so 24 MP - nothing extreme that could cause such performance issues. To verify my experience I've used PugetBench on the system, and got scores only of 1000-1100, while looking through their database others with similar specs are getting about 1550-1700 - something pretty clearly is wrong.

So far I have:

ensured I have latest BIOS (F9) and nVidia Studio driver (551.61)
verified that my GPU is getting correctly detected for acceleration
cleaned camera RAW cache and set its limit to 50GB
verified that both CPU and GPU get results within expectations in other benchmarks:

Cinebench 2024: GPU 14545 ST 133 MT 2259

OctaneBench 2020: 574

Crossmark 30: 2458

ensured RAM is running with XMP settings, CPU power limits are maxed out and ReBAR is enabled
verified CPU and GPU aren't overheating, and that SSD is reporting good health
disabled Intel iGPU (it was initially enabled)
disabled antivirus
disabled SpeedStep, Energy Efficient Turbo and C-states
disabled Windows 11 memory integrity and VT-d in BIOS

However nothing seems to help to reach expected result. Any suggestion what can be causing the problem? System info file attached.

That PugetBench for Lightroom Classic plug-in. Is that for collecting benchmarks/statistics of LrC performance? Is it eating up resources? Have you tried with that plug-in disabled?

in fact, the web page on that plug-in states to not run it while actually using LrC (unless testing?) as it is busy busy busy

I have installed PugetBench only after noticing slowness in regular work, in order to quantify the problem. I didn't touch anything while running the benchmark.

Some of your bullets:

disabled SpeedStep, Energy Efficient Turbo and C-states

So, that last one, not a Gigabyte customer, but a little use of google leads me to think those relate to the MB and OC, not the GPU and GPU OC?? LrC may or may not have issues with CPU OC, appears to be some disagreement on that, may be a difference between OC via BIOS and third party App. And may be more of an issue in GPU OC. (this may be outdated info)

As for the GPU, apparently a heavy build into Gamer performance. Is their some GPU OC running that is not internal to the GPU settings? A third party App? (MSI Afterburner comes to mind), LrC can have issues with GPU OC (sometimes fixable in OC App settings) (this may be outdated info)

If you mean:
"disabled SpeedStep, Energy Efficient Turbo and C-states"

these are power saving features related to CPU, disabling of which should increase performance, but is not considered overclocking. In any case, I've tried it only after noticing the issue, so it isn't the cause of the problem. As for GPU, it's running at stock settings, I didn't do any overclocking either.
