Lightroom Classic Preset

I am having issues with Lightroom Classic. I have had to re-import my presets 4 separate times yesterday and I can no longer access my presets. I tried to re-import them but it is telling me the presets have already been imported, so I am not sure what is happening. I tried calling the customer service number and I have been transferred 4 times already and everyone keeps telling me my account does not have any active subscriptions. I have a student account so I am not sure how different it may be from a personal account. I have both the latest version of Lightroom Classic and the latest update on my MacBook.

And in the Presets panel, you clicked on the + symbol, selected Manages, and made sure those presets were checked to be visible?

It will not let me manage the presets. They are not in the preset bar and
the only option is to import them but it says I have already done that.

What do you observe precisely? Do you see the + button?  Do you see the menu item Manage Presets?  Do you see the Manage Presets window?  Are you able to click all the checkboxes in that window and then see all the preset groups in the Presets panel? Full-resolution screenshots may help to understand what you're seeing (or not seeing).
