Lightroom Classic prevents switching to other programs and remains top-most window

For the past couple of weeks, Lightroom prevents me from switching to other programs, either using the ALT-TAB feature or by clicking on the icon in the taskbar. Lightroom always remains the top-most program, even if I run it as a window, rather than full screen. I have to minimize it in order to look at other programs.

LR Classic 14.2 and Windows 11, latest updates. Also latest video driver.
