Lightroom edits hang, not syncing with desktop Classic, 2023

Downloaded photos to tablet on a trip. Synced to cloud. Did some edits. Now Classic on desktop will only download a small batch of photos before hanging/freezing. Here is what I have tried.
1. Updated Bios
2. Disabled Killer Ethernet and XTend services because Dell shows issues with Killer E2400 Gigabit Ethernet Controller. Googling seems to show Killer sold to Rivet and drivers not supported. So letting Windows select driver. Windows does not report an issue, only Dell.
3. Purged Cache, Optimized Catalog.
4. Uninstalled NVIDIA GeForce programs, reinstalled STUDIO driver.
5. Removed everything from "All Synced Photographs" collection except the photos I currently need uploaded from Lightroom (CC-the one on the tablet).
6. Uninstalled every piece of software I could.
7. Disabled One Drive. Disabled Crash Plan (my backup software).
8. Windows diagnostics show no issues. But I've included the "Event Log" that shows the Application Hang.
9. I can't find a way to run a Adobe/Lightroom diagnostic (all the hits are out of date) but attaching my System Info from LR Desktop.
I'm at my wits end. Please advise. Bonnie Giddens
