Lightroom iPad Local Storage Not Syncing Properly

Hi guys! Just went through this with Adobe support, I think I've figured out the problem, though no solution.

Essentially, I want to take a folder of previews on the iPad so I can review (honestly, the main reason is that I find LR Classic Desktop almost unusable for image review even with the smart previews on my 2017 iMac. Anyway ... they upload and sync just fine, but when I turn local storage on on the iPad app, they just get stuck in pending forever.

Turns out, if I add an image in LR CC (the cloud app) ... they immediately download locally on iPad!

I asked the tech person to submit a ticket but wanted to share this here. Wish there was a solution. All sync data has been reset/have signed out multiple times/etc.
