Lightroom leaves behind multiple files when moving them into folders

I keep getting this error. "There was an error copying files to the detination you selected. The following files could not be copied"
My workflow is to go out and shoot multiple jobs. I then import all the files into lightroom, create subfolder for each shoot and then selelct and drag and drop the images to each subfolder for each job.
Thing is, every damn time it leaves behind images and says "could not copy " filesname(s) images". It's so random, if I try and move 200 images, it will pop up and say it can't copy 10 of them, next time it can't copy one of them, but it happens EVERY time. So the only way to do it is to repeat the whole action again.
This happened on my old PC, so I bought a brand new one and the same thing is happening. It is just so frustrating.
I've had a look through the discussions and no real definitive answer. Starting to think the only way to do it is close lightroom after importing and do everything in file explorer and then reopen and synchonise the main folder.
