Lightroom unable to open because another program is using it.....

I keep getting the same message error stating that lightroom is unable to open because another program is using it.  I have closed everything,  restarted my computer, did a reset on my computer which removed the program and I re installed it.  I still get the same message error!!!!  HELP!!!!!!!  Please!!!!

    In your operating system, go to the folder where your Lightroom catalog is located. In that folder, you will find a file whose name ends with .LOCK (might be lower case). Delete the .LOCK file. Do not delete anything else.
