LR Syncing to Cloud Not Finishing

I had 82 photos that wouldn't finish syncing to the cloud. Everytime I opened and closed LR, those same 82 photos were still pending.

 

I went ahead and tried to Rebuild Sync Data, and now I have between 400-700 photos that are still in the pending category. The number left keeps bouncing around even though I am not doing anything in LR at the moment.

 

How can I fix the syncing issues, and is there a way to isolate out the photos that are struggling and fix those?

Have you logged in to the browser version and looked at the sync errors there? lightroom.adobe.com > log in with Adobe ID and password > look under All Photos - if you have Sync Errors select them all and delete them. That should help to clear whatever images are blocking the sync. Leave your Lightroom Classic app open and check sync status under the cloud icon. Hope this helps.
