I updated to day with the latest driver from Dell. "NVIDIA-Quadro-Pxx0-Pxx00-GV1xx-Tx00-Tx000-RTX-x000-RTX_ND46C_WIN_32.0.15.5639_A00" The freeze still occurs in my current catalog.
But it still works in older catalogs. So it must be something to do with the catalog I think.
Looks like the integrated GPU on your motherboard. Shares memory with the CPU from the RAM pool, no VRAM. Is it causing LrC issues? Have you considered disabling in in the Windows Device Manager?
The solution to multiple GPU in a Windows rig in the above links is not an absolute. In fact appears way down in the troubleshooting steps. It may or maynot foul LrC up.

I am a bit confused on that GPU driver version. When I visit NVIDIA, I do not see that one. Is this a Production Branch/Studio, or a New Feature Branch driver? Where did that driver come from, and if a New Feature Branch driver, a newer one might exist.

You can try disabling the option to Use Graphics Processor in Lightroom Classic by going to the Edit menu, the Preferences, then Performance. Once done, relaunch the app to check if you continue to experience the same behavior.
