LrC not syncing + Lost Sock Photo Libraries

Not sure the issues are related but they seemed to happen around the same time.  Photos are not syncing from LrC to Lr but are syncing from Lr to LrC.  I also lost all my libraries on Adobe Stock and instead see all of the stock images from others in my company.

NOTE: I am part of a corporate account but there is no one in the corporation who is able to help.  Spent an hour on the phone with Adobe support - escalated three times and explained the situation three times.  Last time, the rep didn't seem to understand what I was saying even though the others did.

Have tried all the standard corrections recommended on the web and went through them again with the first of three Adobe support reps.  Nothing seems to work.

Any thoughts?
