LrC v 12.0 & 12.1 Preset Tab missing and glitching. Presets can still be applied but are not visible

Okay, super weird.

I reset my preferences using number 2 of this list https://www.lightroomqueen.com/how-do-i-reset-lightrooms-preferences/ (with LrC running) and the error persisted.

I then went into my Folder 
Windows: Users\[user name]\AppData\Roaming\Adobe\Lightroom\Preferences\
using Method 2 of this Help article https://helpx.adobe.com/lightroom-classic/help/setting-preferences-lightroom.html 
I could see that the above worked, because the preference file I was about to delete was dated from today, so I knew method one worked as well.

However, deleting it a second time manually fixed the issue and now I see my presets again.

Hey  @Sameer K I reset my preferences, but unfortunately the problem still persists. 

Where can I check where my User Presets are stored (the ones I created myself, where I have no backup) before erasing preferences and such? 

Presets can still be applied if you hover over where they should be, but are not visible.

As Sameer K has advised, sounds like your preference file if corrupt. A corrupt preference file will lead to all sorts of odd behavior.

Yes, I would say I have a lot of presets I guess. I store all my Presests and multiple client sessions within the same catalogue. 

Welcome to the Lightroom Community. I'll help you figure this out.

How many presets do you have? If you're working with a large number of presets in Lightroom, you can try keeping presets per catalog per client from Edit > Preferences > Presets > 'Store presets with catalog.'
