It happened to me too. I think since Catalina. I believe it used to trigger the GPU with Mojave.
I have tried on MacBook Pro 16 inch i9, Radeon Pro 5500M

as well as MacBook Pro 15 inch i9, Vega 20.
perhaps bugs? It used to trigger the GPU with Mojave

How have you determined that the graphics processor is not being used? Does it simply "feel" slow, or is the GPU not being used according to iStatMenus (which I see you using in your menu bar) or macOS Activity Monitor?

When I use the Develop Module in Lightroom Classic, Activity Monitor shows use of my GPU:

I have also enabled the GPU graph in iStatMenus, and I see it spike there too.

Keep in mind that the Develop module still doesn't use the GPU for everything. The GPU isn't used for the Spot Removal tool, for example.

Unless you are using a 4K or 5K monitor I wouldn't be concerned. That is the main reason GPU support has been added. If you aren't using one of those new high-resolution monitors there isn't much benefit realized from GPU support.
