macOS 10.13 itself has been out of Apple's support for over a year now.
Apple's operating system has only a 3-year life cycle, so upgrading accordingly is a must.
Let's review the OS versions.

Older versions of Classic can be downloaded and installed by clicking on the ellipsis next to Classic in the creative cloud app and selecting other versions. Don't know how far back you have to go for High sierra compatibility as Adobe only supplies one major version back. For older versions you have to use non-adobe sources.

The Cloud deskapp app only goes back to version 10.x which requires Mojave or later.

Lightroom Classic Version 9.x (which supports High Sierra) is only available from the link provided by Prodesigntools, to my knowledge.
