If you type the B key, what happens?

You must have installed later versions than what you were using previously. This video will hopefully help you get started:

Well, I bought a new laptop.
So I disallowed the adobe products from old laptop,
Signed into Adobe creative cloud and installed photoshop, Lightroom
classic and Lightroom creative cloud and bridge.
Just checked and they are all “up to date”.
On the old laptop and my PC I only really used CC.
Are those brushes and radial filter etc. only available in Lightroom CC?

Sounds like you came from a several versions back LrC to the newest. Major changes have occurred in Masking. Also in Metadata.

Read the whats is new documentation,  Starting at v11.0:

And watch the tutorials, one of which was provided by JimHess
