Missing Panel

I am missing a panel in the develop module since downloading LR Classic.  I have deleted and re-installed LR Classic, to no avail.  What May I be doing wrong?

All of the panels can be hidden and then fly out when you move the cursor over them or hit the tab key once or twice.

If a single panel is missing, you can turn it on via the menu command WIndow->Panels-><name of panel>

I am missing the HSL panel.

Right click on one of the headers and select HSL, put a check mark next to it. Somehow it got hidden.

By the way that isn't a panel. It is a section of the right hand adjustment panel.
