When I launch the Remove Tool, the Distraction Removal Tool does not appear. I have only the Mode and Tool Overlay options. The area below this is dark. I have the up-to-date version of Lightroom Classic.

Does your computer have a Windows ARM processor?  Distraction Removal is not currently supported on Windows ARM, though that restriction is only partially documented and buried so deep in the help as to be unknowable to mere users:

https://helpx.adobe.com/lightroom-classic/help/distraction-removal-people.html

If you're not sure whether you have a Windows ARM processor, do the LR menu command Help > System Info and copy/paste the entire contents here.

See here for other LR limitations running on Windows ARM:

Is this the ARM system? Thanks. (Looks like it is) Is there a workaround?

Right, you've got an ARM processor, and unfortunately, there isn't any workaround.
