You could try contacting Adobe support -- see the bottom of this page for a support email address: 

https://helpx.adobe.com/exchange/kb/troubleshoot-adobe-exchange.html.

 

My guess is that they won't provide a refund for a third-party plugin sold via the Exchange, but let us know what happens.

I suggest waiting for a couple of days to see if the developer's Web site comes back up (alloyphoto.com). Google last crawled it on 9/26/19, the plugin was last updated last October:
