The activation does not work because the Adobe server that the activation process is trying to contact us no longer on-line. Adobe has completely ended support for the old Lr6. No Updates, no fixes, no downloads, no activations, no service, no help.
What you can do is contact an Adobe support tech, and ask for activation assistance, an hope that you managed to contact one that will ignore company directions and assist you.
Some additional recent postings on Lr6 activation indicate that the Adobe

Some additional recent postings on Lr6 activation indicate that the AdobeSupport Tecs probably cannot help even if they are overly helpful, that the ability to activate is no longer possible at any level.
'Time to move on to a Adobe Plan, a subscription (careful, you will want the Photography Plan, not the Lightroom Plan) or move on to a different product.

Contattato Adobe mi hanno confermato quanto sopra detto: non c'è niente da fare, Lightroom 6 è morto e non più reinstallabile!
Una domanda, posso utilizzare i cataloghi creati con LR6 in LR 5.7 che si installa e sembra funzionare correttamente?

In the ADOBE DOWNLOAD & INSTALL Forum there are many posts about activation of legacy Apps.
I do not know if this might work for Lr6, but for the Creative Suites CS5 CS6 there is a method suggested in that forum-
1) De-Activate the App on the 'old' computer. This means it first must be installed on the old computer and working.
2) A 'Do-it-Yourself' method to re-activate on a 'new' computer using a QR code Sign-in method- ACTIVATE LEGACY APPS
Whether this will work with Lr6 - I have no idea. The advice from @GoldingD is probably the best.
There is definitely no support from Adobe staff.
