Set cover page in book

I select my photos in the library module and order the pages the way I want.  When I go to the book module and click auto layout, the front and back cover pages are the first and last pages of the book.  I tried to drag and drop one of the photos from a page and it correctly set the cover page.  However, it does a swap of the photos, so there are then two of the same photo in the book.

If you drag a photo from Page to Page (eg. Page to Cover or vv.) then the photos SWAP (exchange places).

To change cover photo- drag the wanted photo from the Film-strip, then other page photos are not changed.

Thank you so much.  And now I figured out what the number above each thumbnail means: It's the number of times that photo is used in the book, including the front and back cover.
