Sort by is not accurate whether in a folder or collection.

Whether it's added time or capture time it never comes out right.

I don't have that problem. Do you have stacks by any chance? A stack itself sorts by the top photo. Photos inside the stack do not sort.

Then you'll have to be much more specific. Give details, show a screenshot to illustrate when and how the sort goes wrong. Don't forget the mention version numbers of Lightroom Classic and what OS (MacOS, Windows) with version numbers.
