Sync stuck at 77 photos, is deleting all online sync data only solution?

I've tried using the "Reset Sync Data" hidden button but after resyncing almost 27000 files LR Classic is still stuck with 77. When I look on LR Web, the number of files there is exactly 77 larger than the number in my local database. I'm assuming that means some local deletes need to process to the cloud. Regardless I'm sitting here waiting for LR Classic to figure it out.

I'm assuming based on other threads I've read that I could "Delete All Synced Data" in Preferences but I worry I'm going to lose some mobile uploads if I do that. Is "Delete Lightroom Library" from LR Web the same as "Delete All Synced Data" from LR Classic?

I've tried deleting all the images on LRCC that show up in the pending state with the LR Classic sync dialog. I also used LR Web to delete other images from the same group/time period that I thought might be a problem. I've then tried to rebuild the sync data in the hope that removing the "stuck" images could fix things.

Nope.

I now am stuck in syncing 310 images.

Once LR Classic and LR CC get into this state are the only options a) delete all synced data and resync from the local copies or b) give up and just migrate the whole catalog to LR CC. Either way I'm going to be waiting on a bunch of files (500 GB) to upload to the cloud AGAIN.
