Sync stuck

From help:
"Syncing appears to be stuck. ...update.

The choise :
"Click the filter icon next to the Search bar to bring up the filter options.
From the filter bar options, choose Sync Status > Syncing. Lightroom now displays only those photos that it is trying to sync."
choose Sync Status doesn't exists.
I deleted folders Sync.lrdata cache and user.
Still trying sync completed but 23 files has status fetching

Try signing out of your Adobe Creative Cloud account, then back in again. This can resolve the issue on occassions.

Can try going to Preferences > Lightroom Sync, holding down Alt / Opt, and clicking the Rebuild Sync Data button.

Note this button only appears when you hold down the Alt/Option key.

I'm not sure that I understand what you're saying.

Are photos still stuck in sync queue as per your original screesnhot?

or 

Did sync complete, but problem photos didn't appear in album?

sync stuc, photos is in shared album on Lightroom but not visible in lr cc, on seeing work in progress as per my screenshot in the first post. Nync completed icon in bot lr and lr cc

Refer to the applications as, LrC for Lightroom Classic, Lr for Lightroom (cloud-based).

Check whether the number of synced photos in Lightroom Classic matches the number of photos in the device you're syncing from. Attached screenshot shows were to find this count in Lr Classic

all synced photos in LrC is 529, same amount showed after rebuild sync. But in Lr all photos folder is 552. When copying the missing ones to an album that is synced it shows 39 in that album, but 0 in LrC. Tried to delete album, create a new in LrC activate sync and move photos there, but they do not pop up. 
It is so frustrating bad.
Now I have to copy each photo from Lr to my desktop and import into LrC

When I deleted photos in Lr listed 'under transfer' in LrC, new photos start to sync.
