So i started this mess by copying my catalog to a new location. After this message comes up then i wait a bit and lrc ends it self and is closed. So when you wait and try to run it later same thing happens. Ends closes nothing. At this point i cannot start lightroom with out this same message and sequance happening. So i uninstalled lightroom completely. restarted the system, Same messaage, at this point my catalog is not even in the same place i moved it and still i get this same message. So i uninstalled, restarted deleted the install location same message. So i know there are files relating to my catalog hiding somewhere im not finding. How do i kill these with out rebuilding my whole bloody computer. Any help would be great on this have a great day. This is a windows 10 system with the latest version of lightroom classic.
First up, can you create a new catalog, a fresh new one. Point being to get LrC to open.
On Windows hold down on ALT key and click on the LrC icon. (Option on a MAC) and select new catalog.
The alt shift didnt work ill try the ALT key i had not found that shortcut yet. Ill try that thank you. Side note thank you that was exactly the advise i needed. The Catalog that was damaged and trying to load was one on the one drive (i dont even have one drive loaded on my system yet for some reason it defaults to) and not my catalog. Once i pressed ALT on boot it came right up i was able to pick back up and load my back and now im good with only a 24 Hour loss. With a minor snafu from th

So you don't have the old catalog from the old 'location' or a backup?

When it was located in its original location i could not get in to lighrroom so i moved it to get the interface backup. At that point i had already copied my backups on top of the damaged files to no change. I am at this point simply trying to get lightroom to boot so i can see what my options are for repair. I should be able to boot light room and choose another catalog or make another decision. If i had an older or another catalog i should be able to choose this and go back for the repair later.

Reinstalling LrC probably isn't going to be a solution because the problem is with the catalog, which is a file which LrC created on your computer. The easiest solution would probably be to restore a backup copy. You do have backup copies, right?

I do have them but i have moved my catalog to a new location. Trying to get lightroom to start and this same error comes back up. So at this point its not even connected to my catalog and it will not load in to lightroom. If i can get the interface load i could work on this issue. But i just loads tries to repair and crashes or ends not sure which. I have tried recopying the back up onto the old files. The system is set to backup each time i exit so i was already prepaired for this issue. The problem is i cant get lightroom to go into the interface at all with or with out the catalog even attached.

The damage was done due to a memory error as it was backing up. It blue screened and when it came up this error was present. If i chose to i could abondon this catalog just load the files and make necessaary changes. But i cant even do that because lighroom will not load way shape or form. I have moved the catalog elsewhere to even try to get in to lightroom which i cannot do.

Again, the issue is the catalog so you must get one that isn't corrupted, a backup or original, and try opening it using LR. There isn't any need to reinstall or such, the problem is somehow, the moved catalog cannot be read.
Before doing so, you might need to reset your preferences so it doesn't try opening a bad/wrong catalog.
Try resetting your Lightroom preferences:

Quit Lightroom Classic.
MacOS: Press and hold the Shift + Option keys.
Windows: Press and hold the Shift + Alt keys.
While holding down the keys, launch Lightroom Classic.
When asked, select "Yes".

Side note that is what i was thinking also. Reset the preferances by pressing alt shift click yes boot normaly go on with life. Didnt work i reset it twice and still booted in to the same issue. This is why im looking for all remnants of the lightroom software to remove it do a clean install and start again. Im about ready to load the catalog on a new unaffected computer and try repairs there. But i shouldnt need to do that my background is tech. So pulling out a new computer and going again is more than doable but a normal user should be able to repair this with out a tech level adjustment.

But a clean install of the program isn't going to fix a damaged catalog. The catalog is a separate file that was created on YOUR computer. A clean install of the program is going to fix the catalog. You'll have to go through any backups that you have until you find one that isn't corrupted. The only other alternative would be to create a new catalog and start over from scratch.

With a minor snafu from the cloud sync mad about a week old file but we can work on that part. Anyone else think light room in a pretentious not nice word. Just curious thank you guys that solved it.
