Is it possible to set user rights management in Adobe Lightroom Classic ?
I should be able to set an "Administrator" and a "User" level with limited rights for the user.

No, that is not possible.

There is no such thing as "limited rights" in Lightroom Classic. It is also a single-user application (not a multi-user application) and so there is no distinction between "Administrator" and "User".
