What is the type of the CPU?
Your GTX 1060 is rather old and depending on the CPU it may even be worth a try to deactivate the GPU.
I had to replace my i7 4th gen with GTX 1050 with v12. Up to v11 all was slow but ok, and with v12 .... not useable

That's a 6-year-old graphics card with the most recent Studio driver, but it should be plenty powerful enough for everything except Denoise."
What do you hope to gain by starting a new one on the same subject?

!!! The newest photoshop camera raw plugin ver 15.4.1.1510 and lightroom classic ver 12.2.1 with ai masking do not have the problem (works perfect/smooth - no stupid lag)
this is proof that it is not a problem with gpu drivers, but lightroom ver.12.3 and 12.4
and please fix it !!!

12.2 and 12.3 or 12.4 are not the same. There are new features that extensively use the GPU.
Depending on which local adjustments you use, the difference is rather big.
That said, the CPU as well as the GPU are more important than before.
