I can't find where to download the SDK for Lightroom 3 for Mac??

when i go to the link, it just brings me to a blank web browser

You can get it at:

   http://www.adobe.com/devnet/photoshoplightroom/

It says 'for Windows' but ignore it. As Rob said, it's just API documentation and samples. You can start coded right away (LUA is an interpreted language).

The lightroom SDK is just a couple docs and some samples, and is therefore cross-platform. The SDK is implemented by Lightroom itself.

You can download here if Adobe's link is still broken.
