zoom with mouse scroll wheel (Windows 11, LR classic 13.3.1)

I used to be able to zoom with my mouse wheel and pan by holding the mouse down and moving the image.  Something changed in the middle of working with a set of photographs and the mouse wheel now only scrolls, moving an image up and down or side to side if shift is pressed; and in library mode it scrolls between images. This is beyond frustrating and I've googled the issue and searched this forum and the answer appears to be that lightroom doesn't support zoom with mouse wheel, but I swear this is how Lightroom had worked for me right up until this day.   Restarting Lightroom Classic doesn't help.  Is there some magic that will make this work again? I find the current behavior unusable.
