Were there any video files in the group of images you were importing?
I have a Surface Pro 11 ARM64 and have been able to import files without problem except for the apparently known problem of system hangs with video files.
If you have video files in the folder you're importing, you might try moving them to a outside folder and see if the other pictures you were intending to import now import.
Your theory could very well be exactly what I did to get in trouble. I believe I left in the Map module because LrC had frozen. Something was so stuck that it wouldn't even let me use Task Manager to end the app.
Anyhow, I will try always to leave from the Library module.

If you're in the US, the Creative Cloud app will install the Intel version of LR, which could run a little sluggishly on Windows ARM machines. (I regularly run Intel LR on a Windows ARM guest virtual machine running on an Apple Silicon (ARM) Mac.) But for some inexplicable reason, it won't offer to install the Intel version if you're in some other country. However, some have reported that they are able to copy successfully the entire installation folder for Lightroom Classic from an Intel computer to the ARM computer, and LR runs just fine.
Oof. You might be able to find it online or use a friend's laptop, but unless you can trick CC to thinking you're in the US, good luck trying to get it on Windows ARM (You could also hackintosh your ARM PC, but that's tedious and unreliable with bad performance and no support)
I've recently switched to a new Windows laptop, a snapdragon ARM processor with 16GB RAM using Windows 11 Home the Asus Vivobook S15.
I bought the 2022 lightroom classic standalone version today. Attempting to install an error appears stating the OS doesn't meet the min specifications with the error code 21.
Trawling the internet I cannot find anywhere that this spec machine and OS combination won't work. The min spec requirement states Intel or AMD although I read elsewhere it will work via emulation. I'm thrown as the error being displayed suggests the OS is not accepted when clearly it is? Any suggestions what this could be please?
Users in the US can use the Creative Cloud app to install the Intel LR Classic on a Windows ARM computer, and it will run in emulation mode (i.e. a little slower). However, if you're in another country, the Creative Cloud app will inexplicably refuse to install the Intel version. Some users have reported successfully copying an Intel installation folder from another computer.
Thanks, that's done. I have tried re-installing using my VPN but as my Adobe account is UK-based no doubt this is what tells them not to offer the install...
Following other's advice, I sourced another machine this evening to install and then copy over... It works for me thankfully! Otherwise that £1k I laid out on this machine this week to specially use Lightroom Classic would have seemed very foolish! The hoops to jump through are not pleasant.
An appaling situation. Considering the money you pay Adobe, you'd think they'd upgrade their programs to run on the latest computers. Maybe there's an alternative program to use?
I did have a look. Although you can find many editors I couldn't find one that managed the collection and allowed me to organise like LrC. Having it all in one tool seems to be uncommon.
if you want to cancel but are unable to follow the steps described in the "how to cancel page", contact adobe support.
there are 2 ways to contact adobe; chat and twitter (now x):
chat: use a browser that allows popups and cookies, and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen in the chat field (lower right), type AGENT be patient, it can take quite a while to reach a human.
twitter/x: tweet @AdobeCare
p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.
I recently bought an ASUS ProArt PZ13 HT5306QA-LX002W 13" Copilot+ PC - but just leaned that I can't install LRC on this device. Photoshop, no problem, Lightroom no problem. But Classic is a no go - anyone has any idea why? I feel more secure and "home" in Classic, and therefore would prefere to continue to work with this 🙂
Already covered in the thread I'm merging this to.

Here in Italy I can't find Lightroom classic as available app for my Windows on ARM PC (snapdragon elite). Why the emulted version is not available everywhere?
I do agree! E noi paghiamo per avere LR Classic! (And we pay to have LRC!)
It looks like it's a purposeful decision from Adobe, as I doubt that they have no resources to develop the Snapdragon SW.
Am I wrong? Hopefully not!
I purchased a ARM laptop for several reasons, and before buying it I checked the compatibility with Adobe photographic apps, but, as I deem happened to many users, I misunderstood the "LR compatible" as " LRC compatible"!
It works through Prism, just transfer your program folder over from your old Intel laptop over to the new laptop (in the corresponding space just like the old laptop). It doesn't get the updates nor does it get any Creative Cloud support, but at least it sort of works.
yeah... usually you have to ensure it copies everything and anything, and it starts working after you make sure to keep it in the exact right spot (at least, that was my experience). If you're transferring using OneDrive, it usually doesn't work, so try using a proper file-sharing service rather than cloud storage (USB is the best option, but file-sharing did work for me).
We need this ASAP, adobe! I'm paying a subscription primarily because I need to use one of the most elementary apps you've created. It's nonsense it wasn't the first one to be supported.
