Cannot get "Folder Publisher” Lightroom Plugin to work

Hi, I have downloaded installed and enabled Jeffery Friedl’s folder publisher Lightroom plug-in. I have gone to the Lightroom plug-in manager and it shows the plug-in has installed and running, it shows a green light

This plug-in is designed for exporting photos. his instructions read "Once you've added and enabled a filter plugin via the Plugin Manager, it shows up in the lower-left of the export dialog...."

That's where my problem is! When I bring up the export page, I have no box whatsoever showing up in the lower left of the export dialog! What am I doing wrong

If installed correctly, the 'Folder Publisher' plugin is located in the Library Publish Services panel as shown in below screenshot.

how do I get to or locate the library publish services panel that you sent me a screenshot of. I appreciate your help, I'm just learning light room so please bear with me.

Right mouse click on any of the left side panels in Library module (e.g. Collections) and a context menu should appear. Publish Services should be on the list of available panels. Click on the name and Publish Service panel should become visible.
