Lightroom Classic New Install Develop Presets Plus Greyed out

Hi there,

New install of lightroom classic, win10, unable to add presets! Used lightroom alot in the past, never seen this before. 

As you can see, the plus is completely greyed out!

You've tripped over a bad user-interface design -- you need to have a photo selected in Develop to import presets.

and be sure to click Vote and Follow in the upper-right corner. That will make it a little more likely that Adobe will consider implementing the feature and you'll be notified when they do.
