P: HEIC files Edit in PS fails for files in Local Storage (Not Cloud)

Using Lightroom version: 7.0 x64 [ 20230927-2320-8b251c5 ] (Sep 27 2023), on Windows 10, I get the error when attempting to edit in Photoshop. This is an old bug that has resurfaced. Of course, I do have an active subscription. HEIC files from iPhone 13 Pro. Works fine from Lightroom Classic.

If you do not see the update in your Creative Cloud Application, you can refresh it by hitting [Ctrl/Cmd]+[Alt/Opt]+[ R ].

I am not able to replicate this issue. (Win 10) 
Have you tried restarting the computer?
Logging out and back into the Creative Cloud App?

Yes tried both operations. BUT just discovered

the error only occurs when opening HEIC file from local drive (new feature in v7) not from cloud.

I am seeing the issue as well. @Rikk Flohr: Photography, I am happy to help debug it. 

 

Lightroom is not allowing me to export .HEIC photos to .JPG when using Lighroom in "Local" mode. Latest Version. 

 

Something interesting about my system: I bought the Windows .HEIC extensions from the windows store, but also tried a similar tool here: https://www.copytrans.net/copytransheic/ (Similar to the windows .HEIC extensions, this tool also creates thumbnails for .HEIC images when viewing in Windows Explorer). And I've switched back and forth between them -- not sure which one I have installed currently.
