Account hacked after death

Can someone please advise what to do?
Our brother passed away in the presence of 'friends'. They kept his wallet, keys, iPhone, iPad etc. for 11 days.

When we finally got his stuff, we discovered that they made a new password for his Outlook account and after that they made a new password for his Adobe Lightroom account before they handed out his belongings to us.
They deleted all the pictures and video's from the Cloud and ended the subscription for Adobe Lightroom (1TB).

Those pictures and videos have a great sentimental value for us as his family.
I already contacted Adobe twice about this, but somehow they don't care enough.

Doe someone know what to do to get the files back?
