How do I change adjustment tools from bottom of picture to the right side?

I assume you are talking about Lightroom for iPhone/Android? That is the only version that has the tools at the bottom of the screen. You cannot change that.

In Lightroom Desktop you cannot do this, which version of Lightroom are you using?
