Adobe Lightroom won't let me restore purchase

I have an Adobe Lightroom subscription that I created on my desktop computer, but I want to start using the app on my Surface tablet as well. I just downloaded it but I cannot get past the load screen. I try to click on "restore my purchase" because I have a subscription already, but this annoying pop-up keeps appearing saying "cannot restore without a purchase." This is very irritating because I don't want to buy ANOTHER subscription just to access this app on a different device. These nonsensical paywalls are getting out of hand. Is there anything I can do to access Lightroom on two devices? Or can I only use it on one?
