How do I use these programs with my updated Lightroom version (Lightroom version: 2.3 [ 20190502-0902-47ed471 ] (May 3 2019)
In the last version all was working just fine, but now it´s only Photoshop that I can edit in from Lightroom.

The Nik plugin does not work with Lightroom cloud based version, it can only works with Lightroom Classic.
Could you please check if you have Lightroom Classic installed on the computer? And let us know if you're able to use the Nik plugin with Lightroom Classic.
