If you are using Lightroom Classic please let us know the version.

In Classic look uner Catalog Settings for this and what do you see?

If it is checked like this you may need to reset the Preference file....

It's important to know what version of Lightroom you are using, especially because Adobe changes names so often. "Lightroom CC" is an old name. Adobe dropped "CC" from all names about two years ago. If you use "Lightroom", not "Lightroom Classic", then indeed you won't get a dialog to save a local backup of a catalog, because Lightroom does not use a local catalog. All important stuff is in the cloud.
