Can't transfer iPad Lightroom subscription to Mac

I'm subscribed to a basic Lightroom subscription with 100 GB of cloud storage on my iPad but when I try to use Lightroom on my Mac and restore purchases, nothing happens. Do Mac and iPad require different subscriptions?

The Mobile Plan includes multiple mobile devices, Lightroom Web and normally 100GB of Cloud Storage. It doesn't include Desktop.

 

The Lightroom Plan includes Desktop, Web, Mobile devices and starts at 1TB of Cloud Storage.
