Deleting All Photos to free up cloud space…

I'm using Lr Mobile on an iPad Pro. Lately I've been coming close to filling up the 100gb of cloud storage and it alerts me that I need to delete images from "All Photos". If I delete images that are stil in albums will they also be deleted as well? Now I might answer my own question because I noticed the reverse where I had various images in my All Photos that I no longer had in any of my albums.

If you delete from an album, you'll have the option to "remove from the album" (photo stays in "All Photos") or "Delete." If you choose Delete, the photo is completely removed, but is still available in the "Deleted" album for 60 days. I think (but I'm not sure, maybe someone can confirm) that the Deleted album doesn't count towards your quota.
