I currently have the Creative Cloud Photography plan with 1TB.
Is that the Photography Plan (1TB) for US$19.99? Or the Lightroom Plan?
I use LR C with local storage on an external drive and back up to Google Drive.
You could 'Downgrade' the Photography Plan (1TB) to the Photography Plan (20GB) $9.99 Plan, but you would need to download all your images from the Cloud before your Cloud space is reduced (if they exceed 20GB).
I dont need PS anymore and would like to downgrade to just LR.
I do not consider Lightroom to be a downgrade from Lightroom-Classic!

No. the 'Lightroom Plan (1TB)' stores all your image files in the Cloud storage.
The Photography Plan (20GB) is IMO the best package, except for the limited 20GB Cloud storage, but it includes all the essential photography tools- Lightroom-Classic, Lightroom-Desktop (Cloud based), Lightroom-Mobile (for mobile devices), Photoshop, Portfolio website, etc.
