When I try to export a photo I get this message
unable to export source file are offline or missing.How can I resolve this?

Lightroom5.. ? Is that the standalone version from 2013?

"older versions of Lightroom Classic were neither designed nor tested to work on macOS Catalina. They are not supported in any way for use on macOS Catalina."
Lightroom-5 is a 'Perpetual Legacy version' not supported.
Adobe offers an updated version of Lightroom for a Fee. It is LR-Classic 9.1 for $9.99 a month and you get the newest version of Photoshop, Bridge and ACR.

Why is it that some pictures can export and others will not?

Your first post stated-
"source file are offline or missing."
If a file is 'missing' you cannot make an Export copy.
You have to relink Lightroom with the correct folder location of the original camera file.

Also, the Destination folder for an Exported file is important- it has to be available (like an external drive connected), and the folder must have full Read/Write permissions.
