Heavily Pixelated Image

Using an iPhone XR for pictures on the fly. Using the LR app on my phone and can't get rid of the noise/pixelation on my shot. Uploaded are the original and one attempt of three to clear this photo. It was taken on full zoom as well. All are saved as jpeg.
