I think you need to supply more detailed information for anyone to arrive at an answer-

Looking at you post-

"Lightroom 6.5"-  Is that the very old legacy (standalone) version of Lightroom before it became known as Lightroom-Classic?

"The cloud is, according to adobe ,using 19gb of 20" -   legacy versions of Lightroom cannot use the Cloud to sync photos. I doubt that v6.5 of the Lightroom-Desktop (Cloud) version would be supported for syncing photos.

"when i look in lightroom i have no files in the cloud" - Again what version of "Lightroom" is this?

Do you have a subscription to a Photography Plan? Is it the 20GB Plan?

How did your photos get added to the Lightroom Cloud?

Have you tried Lightroom-web at  https://lightroom.adobe.com/  to check for photos in the Lightroom Cloud?

Regards. My System: Windows-11, Lightroom-Classic 15.0, Photoshop 27.0, ACR 18.0, Lightroom 9.0, Lr-iOS 10.4.0, Bridge 16.0 .
