How to import lrtemplate presets in

I bought some "Brush presets" and try to import to LR, but I can not follow instructions.
My menus do not look like they are described in problem solving from previous years.
I can not e.g. find the "Local Adjustment presets" folder.
How can I import files with extension .lrtemplate?
I use an Adobe Lightroom Photoshop version 4.1
