Do you see blank thumbs, or no thumbs at all when trying to import?
If iOS Photos.app can display your raw images, then Lightroom's import screen should be able to display them too. Some image types are completely unsupported on iOS, and don't even show blank thumbs and Lightroom iOS will also not be able to access these. However, if Lightroom can at least see blank placeholders where thumb images should display, it should be able to import those images. And then after import, it Lightroom should display those images.
I'm assuming you have an active subscription, since Lightroom requires that to work with Raw images. If this is true, you can also use the Lightroom Web app to upload images to your account. If your laptop can see the Panosonic Raw images, you can drag and drop all images or at least images you specifically select into your account at https://lightroom.adobe.com/
Once they're uploaded, your should be able to see and edit the images on your iPhone.
