Hello! I am trying to transfer my presets from my iPhone to my iPad. On my iPhone I tried using a photo, putting a preset on it and then exporting it as a DNG, I then sent it to my iPad to save it into light room and hopefully be able to create a preset but it doesn't let me click the checkmark. Is there another way?

Yes, there is. Take a subscription. Then those presets will automatically sync between the devices. It will also mean that your images and presets will be stored safely in the cloud. If you use the free versions, then everything is stored locally on your device. That means you will lose your images and presets if the device crashes or is stolen and you don't have a backup. Or even if you simply buy a new iPhone/iPad and you don't want to/cannot restore the new device from a backup of the old one.
