What files did you delete? If you deleted images synced from Lightroom Classic, then be aware that the smart previews that are synced by Lightroom Classic do not count for your online storage, so deleting them to free up storage is useless.

Thanks Johan, when I deleted the files I uploaded directly to Lightroom it then freed up storage, I must admit I find the whole Lightroom classic and Lightroom shared environment very clunky, plus you can't just add storage to the  creative cloud package, so  I can't really commit to using Lightroom storage

You definitely can add storage to both the Lightroom plan as well as the Photography plan!
